Senate of the Kingdom of Cambodia

The Senate is one of the two chambers of the Parliament of Cambodia, serving as the upper house, with the National Assembly as the lower house.

Following Cambodia’s second parliamentary election, senior leaders from the two major political parties, the Cambodian People's Party and the FUNCINPEC Party, met on November 12-13, 1998.

The meeting, held at the Royal Palace under the esteemed presidency of His Majesty King Norodom Sihanouk, aimed to foster national reconciliation, strengthen unity, and ensure political stability. One of its key outcomes was the agreement to amend the 1993 Constitution to re-establish the Senate, continuing Cambodia’s tradition of bicameral governance.

The creation of the Senate marked an important milestone in Cambodia’s political development. It reinforced national unity, contributed to lasting political stability, and underscored the country’s commitment to democracy, multiparty cooperation, and the rule of law.

The constitutional amendment came into effect on March 8, 1999. Shortly after, the Senate was officially established and convened its first session of the first term on March 25, 1999.
